NCSP outreach guidance

The NCSP recommends that local NHS organisations base local testing within existing core services (general practice, pharmacy, sexual and reproductive health clinics, GUM and termination of pregnancy clinics). This has proven to be the most cost effective way of reaching young people and identifying positive cases.

In general, current outreach activity in the NCSP to date has shown that this is an approach that does not provide value for money, nor does it identify sufficient positive cases. However, there are circumstances where carefully considered outreach testing, based on a local needs assessment, may help reach groups of young people who may otherwise not access testing.

The Department of Health highlighted in the recently published statement (available on the DH website ) that outreach work with low risk groups that identifies small numbers of positive cases should cease.

The following guidance combines experience from NCSP implementation, analysis of NCSP data and highlights from the published literature. These combine to show that in order to be effective outreach testing has to be targeted for hard to reach groups with limited access to sexual health services. It must be based on local needs assessment and built into wider health initiatives in order to provide value for money.

Be proactive
The National Chlamydia Screening Programme (NCSP) is a control and prevention programme targeted at the highest risk group for chlamydia infection in England, young people under 25 who are sexually active.

Chlamydia is often asymptomatic so a large proportion of cases remain undiagnosed, but infection can be diagnosed easily (young people can do the test themselves), and treated effectively.
